Architect's stamps - syntax matters

I am at a loss to explain the inspiration for it. The architect I am working with has used the "registered" format since he was instructed to by the State of Hawaii years ago. Apparently the DCCA decided it was important to change the language to "licensed" and didn't bother to tell the architects.

So some clients lose a couple weeks of filing time over a word.

Go figure.
