There have been some temporary programs offered at different times in the past that provided the service for free.
I checked another alternative once and at the time the Humane Society was offering a limited number of "vouchers" that you could take to a local vet to get the procedure done for a discounted rate. Not sure if they are still doing that, but it never hurts to call and ask.
We ended up just working with East Hawaii Veterinary Center http://easthawaiivet.com/default.aspx and they were great with our cats. (All are done now...if anyone needs an adorable outdoor cat, just give me a call!)
