Health and building codes are the dial with which society sets it's standards of living. If you want lower standards or higher standards the community can decide. Once those standards have been determined the enforcement of those codes takes effect. In Puna, for many years, enforcement has been very lax. Some may think that good, some may think it bad. It is all a social equation. From what I have read the State of Hawaii has the highest standard of living of any pacific island group.
