I just left a meeting with the County Clerk and Department of Public Works to plan for the upcoming Rally for the Plan!!.
The logistics of Rally folks arriving and demonstrating their support for the CDP was ironed out and everyone (CoH) seems content. We do not know how many people will come. The county understands and appreciates that this Rally is not intended to disrupt county or private business.
Here are some highlights:
1. Parking: The rally plan to park at the Old Council Building at 7 am seems to be a good one. There are about 80 spaces available. Approx. 20 spaces are reserved for county staff. I agreed to mark those spaces to discourage parking wrong. At about 7:30 there will be a DPW employee there to direct overflow traffic to either the revamped county offices lot (metered spaces along Kilauea) or to the Bayfront lots.
2. Rally march to the Ben Franklin Building will be on public sidewalks - no permit required. The Rally irself should be on the Kilauea sidewalk in front of the Ben Franklin Building where arriving council members can see the demonstration while entering either parking lot.
3. Large numbers of people should not enter the building. Emergency and fire code needs will mean that the Rally itself should remain outside. Those wishing to enter Council Chambers to testify may do so, of course. There is seating for approx. 40 and room for another few dozen in the halls where there is audio. Display signs should be stacked along the wall... not waved about. This is smart and everyone should be respectful.
4. Clerk's staff will likely attend Emily's meeting in Pahoa tomorrow (6-8 pm)to give some brief tutorial on Rally ettiquette. Good idea.
5. In general I would encourage everyone to submit their testimony to the council in writing ahead of time. This is a good way to deliver your message, allow the council time to read it and not take up valuable time in verbal testimony. I intend to provide written testimony.
