Jay, I'm not entirely sure what you are reading and have lots of other things to do but I will try, quickly, to address.....
The PCDP should contain proposals regarding "down zoning". There are large tracts of agricultural land with parcels of fifties and hundreds of acres that are presently zoned AG1. AG1 is one acres zoning. One acre zoning is a residential subdivision in sheep's clothing. By calling for these AG1 to be down zoned to reflect 50% of the actual parcel size... example: a 100 acres parcel would be rezoned AG50.... the opportunity for future subdivision of hundreds or thousands of lots would be reduced.
Developers don't like this.
I think that is a simple explanation.
As for who "they" are in your question and what they intend to drop I am not sure.
