On a related note, I spoke to the DCCA today and was told the following:
If a person is working under the handyman exception, on a job of up to $1000 including materials BOUGHT BY THE HANDYMAN, then they are not required to have a license if the job itself does not require a permit.
So an electrical job, generally requiring a permit, requires a license no matter the dollar amount. Brush clearing, not involving a structure, does not require a permit and a license is only needed if the job is over $1000.
If anyone wants to verify that I understood it right, please do ...
