You are on target as far as I'm concerned. I've been talking to Pahoa Villagers for two years about forming a legal "design district". Honokaa has one, Kona has one.
Without this being done Pahoa will simply have little or no say about incoming development. The business opportunities are needed and appreciated. I, and some others here, do hope that the Village will not become a small pond of neon corporate logos.
I'm not very confident about a design district for Pahoa. No one seems willing to do the work but me and I'm not interested in trying to impose my point of view on the village. It may be a case of 'you snooze, you lose'.
