The high cost of land in Hawaii does make it more difficult. That being said, I have seen countless jacked up trucks whose idiotic "improvements" probably cost as much as what I payed for my property in Eden Roc. There should be at least some people out there putting their money where their mouth is, and I'm sure there are, but not enough to be significant. Meanwhile, the most vocal segment of native Hawaiian activists is the one I have the least confidence would be able make a serious go of things on their own.
