Correct, but the PCDP will still need actual regulations written to enforce what is in the Plan. Example, if an area is to be changed to some form of commercial development, until the zoning is actual changed, all the plan does is say that’s what we want. The Plan is at the mercy of whatever regulations are written.
Pin to pin grading and grubbing where native forest are bulldozed holds greater emphasis in Puna. This ordinance does not address the District needs only the County as a single entity with little regard to the specific needs of a District or its CDP.
Now, maybe there will be some form of modified requirement written at a later date where a District has a say to address their needs but based on what people say about the County government, I don't see much in the way of promulgating one set of rules for Puna and another for other Districts. Although I am personally against government putting a strangle hold on land clearing to preserve forested areas, the people have spoken. Now the question is how does what is written in the PCDP regarding grading, grubbing, erosion control, native forest protections translate into an actual regulation that can be enforced?
