Wait and don't bug them too much. If you bother them overmuch they will inspect your plans closer or send you off somewhere to get a stamp just to get you out of their hair. It shouldn't take too long. You can usually start clearing the lot if it is less than - what's the number? - a quarter acre? You can also start getting quotes for supplies, too. That takes awhile and can be done before the permit is issued. Are you doing this owner/builder or using a contractor? If you are using a contractor, you can start shopping for a contractor. The permit shouldn't take more than a couple of weeks or so since things are real slow at the moment. If you already have the septic part done it could be done by next week but just be hopeful and patient. Find some stuff you can do before the permit is issued. They do not come out and inspect before the project starts, so you can start preparing concrete forms if you are pouring a slab. Don't pour the concrete until after the permit has been issued and the forms inspected, though.

When you applied for the permit, did you take the plans to the Engineering & Planning sections? Generally, plans get taken over to those offices for signatures before the permit gets dropped off at the Board of Health where it gets stuck for "ten days". If you already have the septic in and permitted, then the Board of Health stop won't be necessary. If you are building in a sub-division with private roads you won't need a driveway permit. It also depends on how big of a construction project you are doing, shopping centers take longer than houses, ya know.
