Factors which embolden & discourage thieves

I have not talked to any neighborhood watch people yet. First I need to find out if there is sufficient support for FoPF to get involved. Time to determine if people prefer to merely talk about things or actually do things.

If each homeowner prefers to spend $500 or $1,000 on home security instead of supporting a community effort then so be it. I'd hate to see $500,000 get spent when just a few grand and some elbow grease might do the job.
