OK, for what's it's worth, my experience. Draw your own inference, but that may or may not agree with what county requires of you.
Shed permit - P&P - no treatment
House permit - Slab - treatment - and this was using Castleblock ProTec
Container permit - on concrete blocks - no treatment
Pool pump shed - slab - no treatment - again Castleblock ProTec
Not to be surly, but it is irrelevant how many people here tell you what. The only thing that matters is what is on YOUR permit and what YOUR inspector is looking for. In this case I mean for "your" to also mean the contractor you hire.
If the slab isn't structural, perhaps an a reasonable approach would be to build a normal P&P, pass final, then get your slab work under the house. My guess would be this is the normal approach.
