ef9 - are you suggesting that electricians and plumbers are retested and licensed every time applicable code is updated/adopted? If not, just because they HAD the knowledge doesn't mean they HAVE the knowledge. This is NOT a discussion about medical doctors and self surgery or opening a walk-in care facility, but a very limited application of skills (plumbing and electric) in a rather narrow application (personal, residential home building).
As for accountability, if it rested exclusively with the license, why are we bothered by county inspections?
I am definitely NOT advocating doing away with licensed contractors, they are definitely needed. What I am saying, the county needs to be more realistically flexible. To me, this is also another thorn in the "affordable" housing debated - the county does everything in its power to make building LESS affordable.
