Weather Proofing Cement

There are too many basic facts missing to be able to address this in depth. On new, clean masony I would apply the water proofing coatings directly to the block. On old block I would pressure was and most likely apply a liquid concrete adhesive. Personally I would expect a water proofing coating to far exceed the performance of any simple "sealer". IF you are thinking of putting a sealer on top of the waterproofing I suggest you contact the manufacturer of the waterproofing material and ask them. If they have a web site there are probably a number of FAQs to read up on.

Best to do it once, do it right.
