It would be in my opinion. For my purposes, when I owned a shot gun, I kept the first round loaded with rock salt. I thought of it as an expression of intent. The other rounds were lead.
I have always imagined that the sight of a 12 gauge in the hands of a nervous and scared person to be quite intimidating. Plus there is nothing quite like the sound of a pump action chambering to bring one to attention.
Having been robbed at gun point a few times though I have general doubts about the wisdom of keeping a loaded firearm handy.
As on another topic it is a question of choices and trade offs.
