You can use wordpress. If you need help... I can assist.
If you are at a public school... you will have to email NSSB to have your blog accessible on the DOE servers...(mine is despite youtube etc.)
Believe it or not... almost every teacher at Kamehameha campus k-12 has a publicly accessible blog where they post pictures of their students etc. I'll let you find the blogs.
You can password protect posts that you want only available to those you want to see it...etc.
Dial up is a problem... however... if you don't have a site that uses a lot of graphics... and it's mostly text then it shouldn't be a problem.
I have a blog on the FBI Site that is run through a dial-up server in Puna.
It can be done... and for free.

But then again... are bloggers necessary?
