I would say that based on recent history the highest vulnerability for VOG would be in Kau District, Kona
and Volcano Village. Probably in that order.
When Kona winds blow then the M.V., Kurtistown, Keaau and Hilo come into play.
In strong Kona winds the Vog will then encompass Pahoa and basically the whole east side of the island.
Others may disagree with my order. The answer is blowing in the wind.
