The spirit of the law is to protect our existing shoreline and ecosystem. This is a good thing......But; It seems to me that:
(1)shoreline that has been newly created by fresh lava flows that have destroyed and buried any existing ecosystem....
(2)Newly created shoreline that is geographically isolated from any cultural sites or inhabited areas...
(3)Newly created Shoreline that is owned by the state with no private encumbrances....
Has no reason to be protected from development that benefits the public interest.
Questions;
Does the CMZ apply to coastline not yet created?
If a law that is supposed to benefit us is shown to be unneccessary or unbeneficial; do we have any recourse?
If the area is a State/Federal declared disaster area, would a Presidential(bodysurfer) or Gubernatorial(lameduck)decree overrule restrictive regulation?
