I'm all for Neighborhood Watch, and think Jerry is doing a wonderful thing.
Re the encouragement be some to report anyone who doesn't live in that neighborhood, surely you're not serious. In a place like HPP with so much real estate for sale, there is plenty of reason why a non-resident might be on the street. I drove all over HPP looking for property. I would have been real ticked off to be reported. SUSPICIOUS activity should be reported. Driving down a street slowly and looking at properties, even getting out and walking around, is something people do who are considering moving to the neighborhood. Or people can be looking for an address and be lost, sightseeing, looking for ideas on how to plant their yard, all sorts of things.
