It's actually better to talk to non-emergency than 911 for some situations. The 911 operator is trained to start getting info about a crisis and has a script to go through. The non-emerg person will instead talk to you about what's going on, listen to you, and then refer it to dispatch. If someone is in the house or you need an ambulance, then call 911. 911 should not be used for stuff like this because people reporting heart attacks and fires can't afford to be put on hold.
