I understand that your posting was purely speculative and written as the "glass half full" but from the point of the "glass half empty" you might want to check out "Seasonal Affective Disorder" aka SAD. Based on that theory if people in rainy areas are grumpy than people in an area of 35% more rain are 35% more likely less pleasant, less well-adjusted, less happy-go-lucky, less go-with-the-flow, less neighborly, and less just-plain-nice, meaning 35% more grumpier.
