I'm not certain how your system works, adjusting the water temp on the heater may not work alone and will probably only effect at what temp the water reaches before it shuts the flame down. There's also a way to adjust the flame burn rate and I had mine adjusted to a lower flame rate since I kept my water flow on the shower faucet minimal.
It's the water flow you create at the faucet, turning up the flow rate at the faucet or turning down to a lower flow that will effect how quickly the heater reaches temperature and shuts down.
For instance, you crank the faucet up all the way, the water flows quickly through the heater and does not have time to heat up to the temperature setting at the heater and thus the heater doesn't stop heating. Like wise, if you turn your faucet down to a lower water flow, the heater will reach temperature quickly and shut down leaving you with cold running water in the middle of a shower.
Since I prefer keeping my shower faucet at a low flow rate, I had to have the flame on the heater lowered so the burn rate was lowered and they didn't change the temperature adjustment.
Adjusting the temp on the heater will only affect the issue if the heater temp adjustment actually controls the flame rate output.
If your system temp controls the burn rate then turn it down lower and it should stop it from quiting on you.
