We don't know that the dog belonged to the person with the truck. He may have been rescuing her from durance vile and as "not the owner" he wouldn't have been able to put her into a no-kill shelter or the humane society since they generally want to know who is dropping off the dog. Also, if she was being malnourished where she was he may not have wanted her put where the former owners could find her again. I'm not saying this is the case, but I'm saying we don't know. Hope for the best, there is enough fear and furor in the world already.
