Yes, you may have paid more for your lot up front, but that was to an individual land owner, not into the coutny coffers. We are talking apples and oranges here. The initial cost of the land was concluded at the close of transaction. Now you pay annual property taxes. So do I. Your value may be assessed higher than mine, I am not sure, as everyone pays a slightly different amount based on lot size and dwelling.
Yes, we knew the water situation when we purchased our home many years ago. That wasn't the question. We are talking about families with children, crops, and animals who have a basic need for the water.
How will the rationing be regulated? At what point is the situation an emergency? Who is in charge of regulation and/or policing? If policing is needed, who pays for it? The taxpayers as a whole, or those people receiving water from the spigot? If monitoring the individual and charging them becomes the issue, at what rate?
There is not enough information here to vote yes. I stand by my oringinal declaration that I would have to vote aginst the resolution.
