Rob has it right; technically, taxation is based on "land use", which uses are implied by the zoning. This year's tax rates seem to be the same for A and R (and lower for "homeowner").
A brand-new 2500sf house will (or perhaps "should" be taxed at the same valuation whether the lot is A or R ... but the R lot may be more valuable (paved road, piped water).
