Decoupling ... really means is keeping the share holders happy.
Yes: it's a surcharge to make up the "cost" of people who purchase less electricity.
Even off grid,we all shop at stores and petrol stations that require HELLCO
Much like living on a "private" road, but still having to pay fuel tax.
