The taxpayer to use it..." When you say "they" do you mean the county? If so, I think "they" want everyone--both taxpayers and non-taxpayers alike--to be safe so (as terracore pointed out) they don't get sued. But unless there's a gate or fence constructed, the county can't keep taxpayers and non-taxpayers alike from going to the parks. I support everyone's right to put themselves (and only themselves) at risk by ignoring safety warnings from the county. But unless you're a really badass surfer, I highly recommend against doing so.
