I believe at one of Greggor's town halls last year, he said there was more than just Covid that delayed it. The County has a lot of projects it must invest in (infrastructure bring one of them).

The County needs to start accepting its responsibilities and paying its bills just like everyone else. They County would not allow tax payers to skip on their property taxes. Private road maintenance is the same. Ther should be no double standards here.

The County owns 20 acres. That is 20 lots. And there will be a lot of road usage (among other activities) along those 20 acres.

The fire department and water department are infrastructure needs. One of the FEW infrastructure needs Hawaiian Paradise Park has.

I am not trying to correct anyone. I am just trying g to understand why the same rules for Hawaiian Paradise Park residents do not apply to the County. 

Hawaiian Parasise Park Owners Association bylaws state:

Article XI Assessments
Section 4 Lot Consolidation
Consolidation of lots shall not result in consolidation (reduction) of road maintenance fees or voting rights.

Hawaiian Parasise Park lots are 1 acre, or in my case a little less.

I know many families in Hawaiian Paradise Park with children who struggle with many different issues (paying rent, mortgage, getting to work, paying road maintenance fees). Why should struggling families in Hawaiian Paradise Park be forced to pay road maintenance fees while the County is allowed to skip?

It was never consolidated. It's always been a 20 acre lot.

The County is planning a multi million dollar park. Parks are infrastructure.

Did you ever notice that Paradise is widened down as far as the waterline runs? The County did that because the department of water requires the road to be that width to install a water main.

For road maintenance purposes and assessment of road maintenance fees, which are based on the measure of 1 acre or less lots, 20 acres are 20 consolidated lots. 

It is true that parks are infrastructure. And we have a lot of them in Hawaii and in Hawaii County. These existing parks require a lot of money, every year, for upkeep, improvements, maintenance, etc (multi- millions). Parks and Rec have a huge budget. 

Water, wastewater, County roads, etc., are infrastructure as well. And the County of Hawaii has fallen pathetically behind on keeping up with its responsibilities to these types of infrastructure. This hurts all of us. 

Everything costs money. And residents are required to pay and do their fair share. The County of Hawaii owns 20 acres of land in Hawaiian Paradise Park. The courts mandated that all owners must contribute toward the maintenance of the subdivision roads. Lots in Hawaiian Paradose Park are 1 acre or less. Consolidation of lots does not result in reduction of road fees (each lot= one road fee). If Hawaiian Paradise Park Owners are expected to budget and pay their Hawaiian Paradise Park road maintenance fees, then the County of Hawaii should be expected to do the same.

Each of the 20 acre HPP parcels were always designated as one lot, one TMK.  They were not consolidated. It might seem more fair to you that they be considered & assessed 20 road fees, but legally that is not the case.
