Why if you are off sewer? If you use a city sewer system, putting lots of almost clean water down the drain puts more load on the central system which means more cost and more risk of spills, etc. If you have catchment and cesspools or septic systems, they don't even know you are there. The only thing I can think of is that flushing lots of water through a cesspool carries contaminants deeper and faster with more risk to the groundwater. If that is the concern then they should be mandating better disposal systems, like outlawing cesspools.
