Who wants, who NEEDS broadband???

If the public can't figure out how to make requests to the PUC, then that is the fault of the public.

OK, let's simply have "the public" petition the PUC to require that the incumbent wired communications monopolies deploy broadband at every address which requests it.

Telcom and Oceanic will simply spend more on the legal challenges than it would cost them to actually provide service, and that will be fine with the shareholders, because the lawsuits are a "business expense" and the low-margin services are just a "loss".
