Keeping it one county would be best, then lower level municipality's have different functions.like police and things would stay at the county level but the villages could have there own zoning and provide additional services their residents want and will pay for.

One idea to get it past the senate is to shift authority to cerate municipality's to the county's then Honolulu could still keep control of Oahu and the neighbor island could do whats best for them
