If they want "the Feds" to crack down on cockfighting, it would be simpler to stop the trafficking at the conveyance: The USPS. None of the airlines I'm aware of willingly transport adult roosters interisland or out of Hawaii unless they are mandated to by a USPS contract.
That won't stop the local gambling of course, but it would cause a local supply glut that would discourage more "rooster farms".
Legitimate farmers could still transport day old chicks or hatching eggs under existing USPS rules specific to hatching birds.
People used to mail children (for real....look it up). At some point they realized that was a bad idea, maybe we can add fighting cocks to that list? I can't get Amazon to ship me a cell phone via USPS but anybody who can hitch a ride to the nearest post office can be a participant in the fascinating world of felony blood sports.

Thank goodness we don't have this kind of malfeasance here.

Maui Police Department Lieutenant Charged with Taking Bribes from Criminals to Protect Chicken Fighting and Drug Operations on Maui
According to the criminal complaint, Vaituulala used his position as a lieutenant in the Maui Police Department for personal gain over many years. Vaituulala accepted regular cash payments from individuals organizing illegal chicken fights in exchange for using his official position to ensure that MPD did not enforce animal fighting laws against those individuals. Vaituulala and others met with organizers of the chicken fights to discuss logistics and conditions for holding the fights, with Vaituulala providing his approval for the organizers to open a chicken fighting location and the days on which fights could take place.
Vaituulala also protected individuals engaged in drug trafficking and improperly shared confidential law enforcement information with them in exchange for cash payments.

TC, it has been some years but, I distinctly remember, more than once, seeing folks traveling inter-island with many of those single chicken, plywood transport boxes. They were headed to "shows". Not sure what airline and it may have been 15 years ago but it was a thing.
