How wonderful that my taxes will go up to service County debt for a park in a private subdivision. Will I also have to purchase vehicle passes to visit this park?

Want to add a few other things about the board mtg.

The agenda included the adoption of a conflict of interest policy. A date of 2/19/2013 was stated and then some discussion that was barely audible. The item was tabled.

A new member was sworn in and he'll be overseeing Dist 3. He said the board makes the decisions. He wants his constituents to reach out to him so he can represent them. He was very excited to be on the board. He has a military background and works w/DAV programs.

The other person who was supposed to be sworn in didn't show.

After RTSC was decommissioned, a member bashed RTSC royally, esp the chairperson. This after spending hours of volunteer time advocating for them. All went sour for her when RTSC wanted signage that was incorrectly placed under the interim GM's direction, adjusted. The board had passed the RTSC proposal but that's not what the end result was. She claimed that the RTSC chair was biased and was advocating for their neighbor. I think when someone has lots of hostility towards their neighbor, their judgement gets skewed and paranoia sets in. The neighbor never once contacted RTSC to do anything. The signage adjustment was only about the signage not meeting MUTCD standards. That is it period. Someone on the board who never liked RTSC, incited these people adding fuel to the fire, a horrible thing to do to a volunteer committee who has dedicated almost 5 yrs of their life.

It will be interesting to see if HPP can claim "sovereignty" over their "private" roads.

That, and the inevitable lawsuit. Where's my subdivision's $5M?

The board has no authority to charge vehicles a fee to use the roads, they are open to the public because of the 2 county parks by the ocean.
I remember Jo wanting to install scales on the main drives to weight the vehicles as they use the roads.

It just shows how little these guys know about road maintenance.

I see the most likely outcome of HPP trying to charge UPS and FEX-EX for using the roads is they will cease to deliver to HPP and then we all will have to pick our packages up somewhere else.

I don't think charging anyone who's located outside of the park will ever occur. The chairperson of the Road Assessment Committee apparently thinks so and will be researching this w/her committee. Not all of the board is in agreement w/this aspect of it.

Road assessments are in our bylaws and corporate policy. There can be extra road fees for schools, churches, plant nurseries, people who use large trucks every day and so on. The question is how to determine what the appropriate charges are for all the different size businesses? I'd think a start after identifying some of the businesses in HPP, is to put traffic counters on certain roads to determine the usage.

Nobody ever fails to follow the bylaws or policies, so the roads are in good hands.
