also is there any budget for some shoulders/bike trails along those roads
Exactly.
As a ten year old I would bike safely down any road, even the two major highways that crisscrossed the town. One summer morning we decided to see what the next town over looked like so we biked 7 miles down the road. Highway. With paved shoulders. (We were not impressed.)
In HPP? You’ll never catch me riding a bicycle on Kaloli, Paradise, or Maku’u. I don’t expect you ever will, which is not a big loss for me, but the keiki will never know what they’re missing.
To nitpick, of the six 20 acre lots on Kaloli, only 1 is owned by the County, 3 are Watumull
60 acres of Watumull property on Kaloli alone? Sounds like 3 mini downtowns. But they recently bought the old Malama Market shopping center in Pahoa instead.

Population of Pahoa: 1500
Population of Keaau: 1200
Population of HPP: 15,000
If you were a county planner, or a district planner, where would you designate new additional commercial zoning? Including the potential for future growth?
If you were an environmentalist, which location would require the least amount of energy to provide goods and services for residents? Perhaps even set aside areas for community gardens, with a green waste compost area, locally grown green waste transported a short distance from 8000 lots, available for nearby gardens?

What's stopping HPPOA from developing any of the 6 lots they own
In addition to any covenants that may exist, someone had the foresight to zone those lots "Open".
County will cite "lack of infrastructure" as reason to deny any upzoning.

The lack of walkable/bikeable areas in lower Puna really sucks. Access to stores via these methods of transportation is not practical or safe anywhere unless a person lives around downtown Pahoa or in Orchidlands close to the center.

Edge, I love your ideas and how you put it all into perspective regarding the Watumull effect. Thank you.
Is it possible that a lack of H20 at those parcels is preventing development?
Does the fire station have water?
Would they have to bring in water lines and if they did would there be "pressure" (no pun intended) to spread the waiwai?

Would they have to bring in water lines...?
Can't one just drill a well? The water ain't that far below ground level, especially when you get down towards the coast, is it? Seriously, Obie says he has one, so what's the big deal?

There is a county water line running down Paradise Drive from Hwy 130 to the fire station (I think it’s on 21st). So the fire station has water. There’s also a hydrant a few blocks toward the highway that HPPOA uses to fill the trucks they have for dust mitigation on the unpaved roads.

HPPOA is discussing drilling a well on their property at 16th and Maku’u. I forget the cost, $250,000?
I have a well too. It’s 35 feet deep. As you go towards the highway the elevation increases to 500 feet. So both county water and wells are possible.

What is the status of the proposed supermarket/gas station for HPP?
And the proposed County Park?
I can't find any reliable information as to the status of either and what I find on social media is unfit to repeat here.

What's stopping HPPOA from developing any of the 6 lots they own that were set aside to achieve that idyllic small town vibe?

The Puna Anti-Everything Crowd is stopping it with some of the lamest excuses heard since the anti-geothermal crowd has evolved.

Flying cars, … are not currently viable.
I spoke too soon. Get your flying car from Temu. Bunch of dudes with money, time on their hands, and nothing to fear take you through the unboxing, prep, unpiloted test flight, piloted test flight. One of many best comments was, maybe we should fly it over water first? Good advice they didn’t take. We in HPP have plenty of water to fly it over on the way to Hilo.
