Before HPPOA implement any new ideas, they should finish our roads and other project they have started.
Let's keep HPP a rural area. Most folks are having a hard enough time keeping their home and food on the table and the current road tax fee's. Don't obligate us to more expenses to accomadate the richer folks here.
HPPOA needs to just live within there means like the rest of us.

I urge whalesong, John, and anyone else who shares these concerns to attend the General Membership Meeting of the HPPOA on Sunday, February 28 at the Activity Center. There is a major revision to the Association By-Laws on the agenda, and there is always an opportunity to speak your mind in the Owner Input segment.
It continues to amaze and dismay me when there are people here on Punaweb who have legitimate concerns and intelligent points of view who somehow can't bring themselves to give two to three hours of their time a few times a year to get involved in the process of running HPP. Some senior citizens are now seeing their road assessments exceed their county property taxes. Many others complain about how poorly the $12 million in bond money has been spent. It is possible to influence the course of events by participating.
Six of the nine HPPOA Board of Directors positions are up for election this spring. That is a real opportunity to bring about change. Get involved!!!

Seeb, the By-law Revisions are now posted on the HPP website. I understand that not everyone can run for the Board, but I do believe that nearly everyone can at least attend an occasional meeting. I recall that you have attended some, and that is more than 98% of the stakeholders in HPP have done.

Glanced thru the bylaw amendments and most of it looks pretty benige except this:
Section 3. Special Assessment. An assessment approved by the membership for the purpose of extraordinary road maintenance outside of the scope of day-to-day operations.
Section 8. Special Assessments. In addition to the annual mandatory road maintenance assessment, per Section 2,above, the Association may make special assessments for any road maintenance costs only upon the affirmative majority of mail-in vote of not less than 600 members in good standing. Any ballot for special assessments shall include the terms of payment and specify an effective date.

I think there has always been a provision for special assessments, but this quantifies it and makes it subject to a vote of the membership. The 600 members would have to be a majority of those voting, which would mean that at least 1199 ballots would have to be returned. IIRC, some past special ballot initiatives have produced fewer votes than that and passed, so this may actually set the bar higher for approval of such measures.
Ultimately this discussion comes back to who is on the Board. In order to pay for the road bond, several more years of 10% annual regular assessment increases are anticipated. If the Board finds itself short of funds due to poor or indifferent management, resorting to a special assessment would at least have to be voted on. I would personally only vote to approve a special assessment if there were some sort of real natural disaster such as a stretch of road taken out by flooding or (God forbid) a lava flow.
Once again, if you can't run for the Board, make it your business to know who your district Board member is and how they vote on important issues. Voting in an informed manner for your Board member and then paying attention to how things go is the best way for most people to have a positive effect.
Cheers,
Jerry
