HPP Special Board of Directors Meeting
#1
There will be a special called meeting of the HPP Board of Directors on Friday, September 2, 2011 at 6 p.m. in the HPP Activity Center Library. The only item on the agenda is the discussion of which roads are to be paved in the next phase of the paving project.

Is "none" a possibility or are there existing contracts that commit us to paving to a specified amount in either miles or dollars?

My vote is for Ala Heiau. I don't live on it but so much traffic goes down to the end of Makuu and then along the oceanfront on Ala Heiau to the so called park that I think it should have been in included in one of the earlier phases. It's definitely a "high maintenance" road!!! And I know what your going to say....Be there and let your opinion count. I will try to be there.

Just a guess but I would think that "none" is not practical due to the terms of the funding.... it was to be used for paving roads.
Assume the best and ask questions.

The money must be spent on paving, and we can't give it back to lessen the amount of the bond and attached interest. The sensible thing at this point would be to pave the roads with the highest maintenance costs, which is exactly what several board members have proposed to do. Beyond that, my only interest is that the decision be made in the open with full discussion and owner input. If anyone is interested in influencing or observing this process, show up at the meeting. Watch out what you wish for, though. Quite a few people on our newly paved roads have complained of speeding and unsafe driving.

Count me among those who don't think paving was an improvment for the reason you just cited. This was a $12,085,000 folly. Perhaps the first rule of maintenance is access restriction.

Seeb's dust concern is a widespread and serious one. In fact, one of the more common owner input complaint/query categories of late has been this one.

I sympathize with Seeb's concerns and find it heart-rending that Seeb's son suffers from the dust so much. I vote for paving 3rd, too, if only for that reason and would trade my paved road for Seeb's dirt road if I could.

Generally, speaking, though, I think those of us who have purchased homes in or or moved to HPP have "come to the nuisance" as we say. That's a phrase that is used, for example, when a party complains about airplane noise after moving to the airport.

That being said, the die is cast on the bond, I think (not having reviewed the language I cannot say). But I can say that if I were on the board, being able to improve the quality of life of a neighbor would definitely factor into my decision. I am sure there are other factors that have already been established by the board, such as the following: 1) current maintenance costs for a particular unpaved road, 2)degree to which paving a particular road will not result in a reduction in maintenance costs due to increased traffic on that road as a result of the paving, 3) extent to which the paving addresses or exacerbates a safety issue, 4) extent to which the paving of a particular road benefits HPP, rather than those living outside HPP who would travel on that road, 5) extent to which paving of a given road may invite increased larceny or burglary, 6) The number of residents who will benefit from the paving and 7) any special circumstances presented by HPP residents (such as that presented by Seeb).

When is the discussion going to come up about installing some bathrooms/garbage cans down along Beach Road? So,when walkers or visitor go down there, we don't have to step over toilet paper, condems, kotex, tampons, and dirty diapers and drug baggies and broken glass!
Why is this no a priority?
