Kalakoa, I'm with you. What's the first step?

"The Health Department, which hadn’t requested the funding and doesn’t have a plan for using it"
I bet research dollars to UH Hilo will be forthcoming.
Some money spent on educating the public about risks and precautions could also be worthwhile. A good argument can be made for assigning that task to DOH rather than university researchers.

It's past time for Hawaii Island to secede from the State of Hawaii.
Consider: 70% of our budget is from property tax. Wouldn't take much to be self-funded.

I maintain that a majority reason for the state's high cost of living is the ridiculous amount of county and state employees and their unheard of, in the private sector, benefit packages and pensions.

A host of bills has failed because they are all busy fighting each other.
Dr. Susan Jarvi, a researcher at the University of Hawai`i Hilo College of Pharmacy, has been leading efforts to understand rat lung. The Department of Health should get involved to stop the spread. Neither effort received funding because of a clash in personalities between different Senators.
Not only that but several bills I thought would have sailed through fell apart.
The legislature failed to fund rat lung research and prevention, voting-by-mail, and a number of energy bills. The Senate failed to confirm one of the most qualified commissioners in the history of the Public Utilities Commission. But the legislature is poised to pass a strange bill that would create guidance for the Public Utilities Commission.
All the gory details are laid out here:

The sources of the new patients' exposure have not been determined, according to the department. Officials are not calling this year's outbreak an epidemic.

Boy, that's a disgusting read. Health and Voting just aren't important here..
