What I find difficult to understand is that as the protesters who were under the tents were arrested (the tents were in the road) others came into the tent and took their places. Why did the police allow others to do this in the first place?

It invokes HRS 127A-13 and 127A-12, which grants the governor broad powers typically reserved for things like natural disasters. Here, Ige doesn't use the full extent of that statute, and only suspends laws necessary to carry out activities for #TMT
Such as suspending HRS 46, which grants basic powers to counties. This could make it easier to operate without running up against Hawaii County
Looks like the state will take charge from here on out.

Invokes good ole 127A, including our old friend 127a-13a allowing the "mandatory evacuation of the civilian population" as used during the recent lava flows to force people out (for their own good). Turns out leilanidude, you potentially do have something in common with the protesters!
