"Of course, the two decommisioned observatories could be removed quite quickly, but only if the laws are broken, and the observatories are clearly not going to do that."
The point I was trying to make, Tom. Of course they need to follow current EPA regulations (State in control of this). And what they might have anticipated in expense, upon the original rental agreement, is most likely much much more today....
new question.....who's on the hook for the clean up if the corp.s don't follow thru?

Yes, mainly DOCARE officers. They are generally stationed at the police checkpoint at the cattle guard which is a little farther up the access road from the protesters' encampment.
So if pro-TMT sign wavers went up to anti-protest they would be protected?

State isn't in control. Does the Kingdom have an EPA?

My understanding is the decommissioning costs for each observatory have already been put aside or are in escrow. For example, the money for UKIRT decommissioning was given to UH by the UK government and put into escrow when the observatory was handed over to the UH.
ETA: The MK Observatories are funded by major international agencies. In my mind it is inconceivable they would renege on their obligation to decommission the observatories that they agreed to in their subleases. Perhaps you are too used to the state not standing behind their words? I think it's unfair to project that onto the observatories' funding agencies.

You would have to ask law enforcement that question, I can't speak for them. But as I've said before, I think having pro-TMT supporters demonstrating up there would make things more difficult for everyone.

Holy cow, that guy sounds rational and sane. What does it say about the situation that seeing a Hawaiian express such a normal point of view comes as such a shock? The silence of the rational majority is deafening.

I have more questions, which likely have even greater negative outcomes for Hawaiian taxpayers.
* Who’s on the hook for security at the Mauna Kea Access Road?
* Who’s on the hook for DHHL not moving people off their waiting list and onto a homeland property, so money has been wasted for decades paying needless administrative costs, and fat inflated contracts for friends and relatives of those on the board?
* Who’s on the hook for repeated filings, hearings, and court reviews all of which included demonstrably false commentary, claims, and submissions about the TMT? Will the people who didn’t research whether their testimony was true or false now pay the cost that requiried an unnecessary and extended approval process, because their words had no basis in fact or reality?
As a taxpayer, which group should I ask to pony up their share of expenses for the extra costs incurred? Also can we decommission the Hawaii Supreme Court because nobody takes their rulings seriously, so what’s the point? That will save some additional money.
