Don't be confused by the apparent disconnect between "rebuilding roads" and "encouraging people not to build". The real agenda is to acquire recovery funding. If the Feds will pay for both roads and buyouts, then we will have both roads and buyouts.
As far as I can tell, there is no long-term plan. Anecdotal evidence: I saw brand-new construction next door to the flow, now the last house on a dead-end road. If people are willing to do that, let them. All we need is a more equitable distribution of public services that accounts for the risk factor so that people who want to live on the rift zone (flood plain, ocean cliff, sand dune) aren't subsidized by those who declined to take those risks with their home. Get rid of the fake "assigned risk" insurance pool. One size does not fit all.
