I don't know if anyone checked if the passengers who were required to submit a form actually did fill out a form. There were no delays deplaning.
Last fall I was flying home from the mainland, and we were informed shortly before we landed that everyone couldn't deplane until we filled out the ag forms. They didn't have the forms on the plane, and had to get them after we landed.
