North Korea is threatening an electromagnetic pulse attack on the US. Hawaii with its 11 military bases would seem to be a prime target.
Is there any way to "harden" solar panels against such an attack?

Here's a report from the Star Bulletin one day after the Starfish Prime EMP test (link below). Although the test dramatically turned night into day on Oahu for several minutes, the overall effects were minor. Of course, the detonation was 800 miles away, and electrical circuits were simpler in 1962.
The main questions of concern are:
1) Can North Korea get a missile off the ground without it exploding or going off course?
2) If they can, do they have the ability to keep it on course for thousands of miles?
3) How quickly can Barking Sands on Kauai respond and deploy their anti-missile defense system?
Right now, I'd bet on the current ability of US technology over North Korea's. Also, the new administration in South Korea is entering office with a more conversational approach toward North Korea, as a counterpoint to the boisterous commotion we've heard over the last few months. Perhaps they will help tone down the rhetoric.

If things escalate to EMP attacks, functioning solar panels will be an insignificant portion of your worries. For example, a working microwave has little value when there is nothing to reheat. And also, your microwave will have been destroyed by the EMP. You can purchase EMP bags for small essential electronics like 2-way radios, but such items have probably never been field tested against a real EMP.
I don't know about your solar setup (or that much about EMPs), but on a simple system I believe only the charge controller and inverter would have to be hardened against an EMP. Somebody else with more knowledge can weigh in with more useful information. A friend of mine who retired from the military was telling me how to turn our shipping container into a faraday cage, and we pretty much came to the conclusion that the grounding requirements in our "soil" are potentially insurmountable on a budget so we never moved onto the other problems like the wooden floor.

My roof got struck by lightning, immediate inverter shut-down ... no house electronics damaged, but the inverter, 24-12 bridge, (1) battery had subtle problems months later, had to be replaced. The Xantrex C40 is working ok. I imagine EMP would be similar.

1) will it happen? doubtful ...
2) even if it did, it's probably not going to make it to hawaii. 50/50
3) even if it did happen, and missile hit its target (on Oahu). What damage do you think that would cause us in Puna about 220-250 miles away from Oahu? Probably Zero.
4) It could happen to be off course by a few hundred miles and maybe hit the big island instead? Oooops ... Oh well.
I guess, I'm not gonna worry about it, as if it really did happen, I'm guessing getting food, water, gas is going to be a higher priority.

Every mainland tourist destinations makes this kind of stuff front page news , that's the real threat. tourist dollars going somewhere else.
North Korea has been making threats for decades to get the U.S. To pay them off. And if they were going to make some kind of attack they have an extensive smuggling network

In 1962, Hawaii was about 900 miles away from the EMP.
"Just after 11 p.m. Honolulu time on July 9, the 1.45-megaton hydrogen bomb was detonated thirteen minutes after launch. Almost immediately, an electromagnetic pulse knocked out electrical service in Hawaii, nearly 1,000 miles away. Telephone service was disrupted, streetlights were down and burglar alarms were set off by a pulse that was much larger than scientists expected.
Suddenly, the sky above the Pacific was illuminated by bright auroral phenomena. “For three minutes after the blast,” one reporter in Honolulu wrote, “the moon was centered in a sky partly blood-red and partly pink. Clouds appeared as dark silhouettes against the lighted sky.” "
The missile is not meant to hit the islands, its mission is to explode high over the area to allow the pulse to effect a greater area.

That would be suicide for NK.

If you really want to protect your charge controller and inverter from an EMP build a faraday cage.

I've read a few articles on this, and the concern I came away with...was if NK was able to launch, simultaneosly 3-4 missiles towards Hawaii, the US ability to knock them all down would be stretched and the focus would be to knock down the ones that don't look like they are off course. (save the bases/populated areas, vs saving puna)
