Well-intentioned, arguably a good idea, but it will be expensive, and likely irrelevant on "neighbor" islands that lack strategic targets.

Let's "opt out".
The "neighbor islands" should be separate States, which then federate on regional issues. (We would still have to replace ours with something a little more progressive, but we'd have real land-use authority and the ability to receive Federal highway grants, etc.)

Wouldn't a public education program, with outreach and brochures be just as effective? After all it's what the Big Island received in lieu of actual research for the rat lungworm problem.
Just inform occupants of state buildings, specifically on Oahu, to remove the nearest manhole cover and climb down in. "Move to the back... move to the back..."

Hmmmm . . . down a manhole cover seems like the perfect place for many of the occupants of state buildings. Do we have to wait until another nuclear alert?

Big Island was merely "included" in that spend -- the money stayed on Oahu.
But you're on the right track -- they can use the Dengue Response: "you guys got lots of manhole covers over there..."

Fallout can travel for hundreds of miles, and all islands are potential targets for hurricanes.
