The problem with this program is: you have to be the registered owner, it does nothing to help with the burned-out cars that get dumped on "private" roads.

Well, I am the registered owner of one hunk of junk. I can pay to have it hauled, and have your tax dollars recycle it for me, or I can drag it out into the road and have your tax dollars haul *and* recycle it for me. Processing.......
