Seeking Testimony on H-130 Project
#1
I have been listening to all the other threads and posts that have been made about the H-130 Project... and I'm compiling the specific ones that I really want to address to the State.

I'm seeking specific comments and/or testimony on this that Puna residents would like to have commented on record.

You can either post here...or email directly at damontucker@yahoo.com
(since the punaweb server is down or something)

Your VOICE WILL BE HEARD! Trust me on this one...ok! [Wink]

This morning on KHBC I heard Mynah Bird interview someone named Manny (did not get the last name) who is on this committee. He stressed their desire for community input.

He said their next meeting will have a presentation on the PCDP. The impression Manny and Myna Bird gave of the PCDP was that it was anti business and by the end of the process was composed of only 6 or 7 people.

He also said that widening of 130 between Kea'au and Shower would begin soon, with a signal at Shower. The basic picture seemed to be 4 lanes with signals at Shower, Orchidland, Paradise, Ainaloa, Pahoa Marketplance and Kahakai.

He gave the email address of one of the engineers who is interested in input as eina.lau@hawaii.gov Damon, is this the correct address?

Damon, I would like to see this fit in with the PCDP. In my mind that would be round-a-bouts instead of traffic lights and a bicycle/pedestrian/scooter lane.

Manny Mattos was the fellow on the Mynah Bird show.

He is a former Oahu Police Officer as well is on the Puna Traffic Safety Committee and was the PCDP Chairman (according to the paper work I have) as well is a member of the Sierra Club.

I didn't hear the show, but it sounds like he hit it on the head.

The person I believe your talking about is Dina Lau so I think her email would actually be dina.lau@hawaii.gov However, I don't have that in front of me right now.

Larry Brown will be giving the presentation on the PCDP.

I hope your able to make it to the next H-130 Meeting on Monday, October 27th at 6:00 pm Keaau Elementary School Cafeteria.

I'm not sure about the widening he may have mentioned... what is going to happen as far as I understand is that the Morning shoulder lane that is only open from 6-8 in the mornings will be opened 24 hours a day.

I may have drifted at the meeting if they mentioned that widening that is happening soon as I was frustrated at different points of the meeting.

*edit*

Quick Fixes:

7) Traffic Congestion at Kea'au Bypass Road Junction. Traffic Bottlenecks where the two Pahoa-bound lanes merge at the end of the Kea'au Bypass Road. Options Include:
1. Banning right turns on red
2. Reconfiguring the right turn movement from the Old Kea'au-Pahoa Road onto Route 130, such that the traffic must make a 90-degree turn a the stoplight (effectively closing off the right-turn yield situation)
3. Overhauling the intersection design such that only traffic entering the Old Keaau-Pahoa Road is Permitted. No traffic entering Route 130 would be permitted.

Comment: We have the County Traffic Division's support for the proposals. However, coordination with the police, schools and public is needed before proceeding.
