Annual Meeting March 28, 2007

Present:
Members of the Board: Rob Tucker, Malina Dravis-Tucker, and Shawn Heard.

Minutes: Lacking a quorum, the minutes could not be approved.

Treasurer’s Report: Current balance is $1,228. $300 is to be allocated for the holiday parade 2007, as it was donated by the grand prize winners in 2006.

Old Business/ President’s Report

Membership: Rob welcomed all present and invited people to join as members of MSPA. He emphasized that the organization is set up for the town of Pahoa and Puna residents, and it needs more participation.

Holiday parade: The success of the parade was again recognized. Rob encouraged all present to consider becoming involved in the parade this year.

Post Office Petition: Rob summarized the process that MSPA has taken to attempt to set up mail delivery in Pahoa as well, as establish more drop boxes in the town. So far, both Pahoa and Honolulu have said that the other is responsible for the issues. There is no information or timeline regarding when the new post office will be built in Pahoa, although the site has been identified as the empty lot at the Malama Market Place. Laurence Pedro stated that State Congressmen need to be contacted. Andy Levin offered to provide contact information for state senators and representatives.

Pahoa Park Planning: Rob summarized the plan for the acreage adjacent to the ball park above the swimming pool, explaining the MOU that MSPA has with the county. He explained that so far two ideas have been developed: the idea of a “professional” camp ground and a Hawaiian village.

Skate Park: Rob recognized and praised Ginny Aste for her consistent, hard work with Friends of the Park. The skate park is nearing completion. Emily Naeole asked if there will be any supervision at the site, and that she had heard complaints. Ginny asked that any problems be referred to her to investigate.

Sidewalk issues: The problem of inadequate sidewalks was discussed, as well as proposed solutions. Andy Levin suggested that MSPA contact him for assistance in this matter.

Community Planning Development (CDP): Rob reported that the CPD working groups have completed their reports and submitted their recommendations. Related to this, he strongly encouraged everyone to become involved in PAHOA Village community planning. One issue that needs addressing is affordable housing. Currently Puna has no zoning for affordable housing, but the need for it is increasing with the increasing population. Emily stated that Puna cannot receive funding for HUD housing because of the volcano hazard designations of Zone 1 and 2. Recommendations were made to find out how the hazard zones can be re-assessed and updated.
Laurence Pedro brought up the issue of making Pahoa a safer place. He suggested that we request 2 walking policeman to consistently and regularly patrol the town on foot. He stated that we could approach Weed and Seed about this. The idea was well received by those present.

Design Committee: Rob passed around a poster of banners that a California community had implemented and again explained the idea behind banners for Pahoa town. Again, more people need to be involved to make this happen.
New Business

Nominations for MSPA Board: Nominations were taken from the floor from active MSPA members. The following members were nominated:

Ginny Aste

Ginny Aste moved and Lon Brown seconded that MSPA have a 10 member Board of Directors for 2007. Motion passed unanimously. The 10 Nominees listed above were elected as the new MSPA board by unanimous acclamation.

New Officers: The new MSPA board elected their new officers as follows:

Co-Presidents: Laurence Pedro and Mike Hale
Vice-President: Rob Tucker
Secretary: Ginny Aste
Treasurer: Shawn Heard

Announcements: Lon Brown announced that the 5th annual Spring Time Jamm will be held on May 12 from 10-6. MSPA can have a free _ tent for display if desired.

Emily Naeole announced that there will a Town Meeting on Saturday May 5 at the Makuu market, starting at 10 am. This is to discuss issues in Pahoa town and Puna, and to get the community involved in resolving them.

Fred Blas announced that the Hawaiian Beaches action team will be cleaning up a section of Main Street Pahoa this Saturday March 31. He stated this is one of many projects this group will undertake to “give back to the community.”

A woman recently moved here from Montana announced that Bozeman Montana received federal funds for improving and renovating their town through what is called a “Blight Designation.” She suggested MSPA investigate this possibility for Pahoa.

The meeting adjourned at 7:45 pm.
