Damon, Will you be willing to do your thing and ask the powers that be what's going on with the Budget Stabilization Fund? No mention in his statement about this fund and no mention in many County financials.

Did they fail to fund this during the good times and now have nothing?
Is there money in the fund but not being used as required by law?
Was it embezzled?

Big Island Mayor Billy Kenoi is proposing a county budget with no property tax increase but he says one could still be necessary before the figures are set.

Kenoi says he's found a way to balance the initial operating budget without tax hikes or county employee layoffs. But he says the county faces a nearly $32 million deficit and more uncertainty before the fiscal year starts July 1.

Kenoi's budget proposal is being released today.
