bottomline, we all took a risk to some degree when we moved to Puna. I don't care what zone you live in, we are vulnerable on any given day living in Puna! As soon as we signed our "john Hancock", to the mortgage,it was like having a "Vegas Dealer" putting dice in your hands. If you think otherwise you're only fooling yourself! When I survey my property, and I think about the lava over every single square inch of my land. It sends a chill up my spine. Especially last year when the flow turned towards Pahoa And the subdivisions between Pahoa & Keaau.
But it is my opinion that living in Kapoho is insanity for several reasons! I understand how the residents there guard their treasures like 'Champagne Pond',and really enjoy and guard their lifestyles there. Perhaps that's why they are negative to outsiders coming there. I always get a kick outta mainlanders coming here and try to localize a spot that is to there liking. 'Champagne Pond' being a perfect example of this type of localism. I've always said what Kapoho & Champagne Pond need is a tidal wave to fix her right up! I think maybe then that nice ammonia smell aka human piss will finally go away!?
Oh, don't let me forget. Another insane place to live is the homes on the cliff on Beach Rd. in HPP. I hate to say it but there day is coming too!
All of us living in Puna are taking a risk, let's be real about this. It's just a matter of what degree?

I think where I live in Z2 might as well be Z3. The only thing that I'm worried about is my insurance. It seems we get counted as the same risk as Zone 1 because of the zip code being the same? No way I would ever do Leilani though. From the maps it looks like the earth just opened up and swallowed part of the neighborhood. Were people's houses directly over that?
Also, from all the videos I watched of the 2018 eruption in Leilani I got the impression I would have plenty of time to move my most valuable possessions out of my house and evacuate. I might even be tempted to stay if it wasn't for the fact I don't have a well and water could get cut off.
Anyway, I came to terms with the volcano thing before I moved here. I don't even really think about it unless someone mentions it.

My understanding of zone 2 is that it must be downslope from the rift zone.

I've looked at topographical maps with downslopes highlighted and it would have to be one hell of an eruption to make it where I am. That is unless some new vent opens up really close.

That’s the deal with rift zone, a new vent can open up anywhere along it. Hadn’t happened in Puna for about 60 years until 2018.
