Roads Are Easements Not Planned Communities Or HOAs

55 ft deep and the cost of a well in this area is comparable to catchment without the hassle of running out.
Water is cold and clear in spite of the people who say I'm drinking cesspool runoff.
It tests good too but is high in manganese.
It's a minor deal, not harmful but when it reacts with the air it causes black stains in the toilet bowl

Yeah, I have a well too. At the bottom of HPP. 
I also heard those stories about the cesspool runoff but testing didn't find anything.
I drove down many miles of roads and their easements in HPP over the last week.  I have friends visiting from the mainland and not once did I hear them complain about HPP roads.  On the way back from Hilo on Thursday afternoon the power was out at the Shower Drive stop lights.  Everyone from every direction pulled up to the intersection, stopped, waited for the next person to move forward or turn.  No police, just common courtesy.  

Somehow it all works to take us where we want to go.  For only $430.

HOTPE I am glad your friends had no complaints. Did they have to use many of the dirt roads? Did they have to contend with a lot of dust? Potholes? Flooding?

But living in and using HPP roads every day is completely different than visiting.

Also, YES. Hawaii traffic is (for now) much more courteous than some places on the Mainland. But it has changed... I remember a time when people did not use their horns except to GREET one another.

$435 a year, (that is the current road fee amount) which if you multiply it by 8,000 (think there are actually 8800 properties) adds up to $3,480,00/year. That is a lot of money.

I live on a dirt road that is well maintained and honestly I haven't seen any really bad roads in awhile.
How about using some of that excess HPP road money to facilitate a community well like Hawaiian Beaches/Shores/Parks has at the top of the subdivision before all of the poo gets in there?  Great idea right?

That's the issue, Punatang, there is no excess road fee money. There will always be road issues and always road projects that will need to be done. So, unless the roads are perfect, which they will never be, all Restricted Road Fee Money is supposed to be kept separate and used solely for roads.

That said, if HPPOA and their members wish to fund other projects, they are completely within their right to do so- as in, charge membership dues (which HPPOA currently does not). 

However, if HPP owners do not wish to pay membership dues and fund other projects that are not roads, HPP Owners are not required to do so.This is why HPP Owners have the right to choose or decline/relinquish membership.

Isn't the HB association an actual HOA? I believe that association has actual CC&Rs which are filed with the Burea of Conveyances.  Unlike HPPOA.

You'd  have to pay them anyway. Seeing as even in your flying car, you would have to navigate past roads and easements that are lined with trees.
