If he asks for money, how many people will drop five bucks into his hand? Usually a panhandler gets a few coins and is lucky if he gets a buck. On the other hand, once he sticks that siphon down your tank, he can say, "I'll just take a gallon (4.70), okay?" Still think its odd?
